RFP – Food Safety Web Resource

The Center for an Agricultural Economy has been awarded a grant to develop an online informational resource that will direct Vermont food businesses in how to comply with state and federal regulation of food and food processors. This resource, which will be publicly available, will prompt users for details about their intended products and process before guiding them toward the appropriate permitting, required testing, and governing institutions appropriate for their plans. This resource will be produced by the Center for an Agricultural Economy, through the Vermont Food Venture Center program, and will be presented on our new website in the summer of 2017.

Food businesses face regulation from numerous authorities, which include municipal, state and federal jurisdictions. As new State of Vermont Required Agricultural Practices take effect, and as more rulemaking is developed under the federal Food Safety Modernization Act, the need to disentangle a food business’ compliance obligations becomes more pressing. The Center for an Agricultural Economy has identified a need for a single location that responds to all types of food.

CAE would like to engage a firm or individual on a contractual basis. The first task would be to collect necessary information related to food business regulation from 4-7 relevant authorities (including the Agency of Agriculture, Department of Environmental Conservation, Food and Drug Administration and its designated agents, USDA and its designated agents, etc.) and develop the basic process for determining compliance requirements for a given business based on its product and process characteristics. We envision between 25 and 30 discrete compliance scenarios during the scope of this project. We anticipate the contracting party to spend approximately 160 hours collecting information and structuring how it is filtered/presented to inquiring users. Once this process is established, the ideal contracting party will also design an online platform to host this in the form of a business resource. For this project to be successful, we would rely on the expertise of an outside consultant, as well as feedback/input from our food/farm entrepreneurs.
